What do you guys think of the .280 Remington? It develops similar energy and velocity at the muzzle as the .30-06 but the bullets have higher BCs.

My dad has one and loves it. The 280 is a solid cartridge, the 280 AI is very popular as well. Obviously you won't have the ballistics of cartridges like the 7mm rem mag or 7wsm, but you will have less recoil and better barrel life.

I like the .280 but the only rifle I have seen chambered for it is the 700 Mountain SS and that costs a lot of money compared to the 700 sps. All I am looking for is a cartridge that I can learn how to shoot with and that has good performance without magnum recoil, cost, and the other associated problems. From what I have read the .260 Remington is another good caliber but I can't find any rifles chambered for it.

If you can afford to go custom... 243, 6.5x47 Lapua, 260, 6.5 Creedmoor, among others have the magnum ballistics without the recoil. You won't find many factory rifles chambered in these and the factory 243's don't come with fast enough twist rates to use the high BC bullets. I would recommend a Savage custom build if you're on a budget....
Used Savage donor rifle (long or short action) $250 Benchmark pre-threaded and chambered barrel $395 Bell and Carlson Dura Maxx stock $140 JB weld for bedding job $10 EGW 20 MOA Base $40 Burris tactical rings $50
The best "bang for the buck" scope right now is probably the Sightron SIII 6-24x50 $735
This set up should get you 1/2 MOA or better @500yds consistantly.

If I had to go custom then I'm thinking of buying a Rem 700 in .308 to learn with and the once I shoot the barrel out of that I can use that as the donor action. The problem is I live in So Cal so finding a gunsmith is pretty difficult. I had enough trouble finding an FFL to transfer my M1 without paying $250 at the local gun shop.

That would do just fine. 308's are great to start with because you'll learn to read wind much faster.

Prolly take you a long long time to shoot the barrel out of a .308...unless you REALLY shoot alot lol! I went with a .270wsm for a long range rifle in a savage 14 classic, it does pretty good, hard to get bullets with a high BC unless i order'em from Midway or Cabela's. .277 is kinda still odd ball these days, not odd but not as popular as say 6.5, 7mm or .308 Like Lucas said find a cheap savage and build it up. I got one for 250 bucks the other day thats gonna be a 6.5X284 after x-mas. And Ruger has there M77 Hawkeye in 6.5 Creedmor in a factory chambering, and they'll give you a Carhartt Jacket when ya buy it!

I usually shoot 100+ rounds because I am unable to go to the range more than a few times a year but I have started to reload so I may be able to go more often.

The 280 remington is a great cartridge and should be chambered in more rifles. The popularity of the 7mm rem mag is the reason it is not. The 280 AI is an excellent chambering within 100 fps of the 7mm rem mag. I have the 7mm gibbs and 7mm JRS which are virtually the same performance wise as the 7mm rem mag on '06 and 280 cases. Ballistically the 280 can beat the 30-06 but so little difference at the ranges they are most effective at it is nearly a wash. Plus the heavier 30 caliber bullets could give the '06 an advantage in some situations.
